This week, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) issued a letter to all federal firearms licensees warning them that says that “nonfunctional” pieces of plastic firearm frames – not even completed frames– are now considered wokring firearms and fall under federal firearms laws. This means selling “NONFUNCTIONAL” frames is now illegal unless you have an FFL and perform a background check on the person buying it.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is issuing this open letter to assist the firearms industry and the public in understanding whether a “partially complete, disassembled, or nonfunctional” frame of a Polymer80, Lone Wolf, or similar semiautomatic, striker-fired pistol (sometimes generally referred to as “Glock-type” pistols) has reached a stage of manufacture such that it “may readily be completed, assembled, restored, or otherwise converted” to a functional frame, and is therefore classified as a “frame” or “firearm” in accordance with the final rule titled Definition of ‘Frame or Receiver’ and Identification of Firearms (Final Rule 2021R-05F), which became effective August 24, 2022. In particular, the following addresses partially complete, disassembled, or nonfunctional semiautomatic strikerfired pistol frames or parts kits manufactured, sold, or distributed by Polymer80 (known as ‘Poly80’ or ‘P80’ frames or blanks), Lone Wolf (known as ‘Freedom Wolf 80%’ frames), and others, with the characteristics described below.
According to the Biden administration and the ATF, the inoperable piece of plastic is now a gun and needs to be serialized and under the same regulations as actual guns. So now, firearm parts kits are now apparently considered working firearms by the federal government.

Gun Owners of America, The only no-compromise gun lobby in the country, plans to take the issue to the courts. They said, “How can the ATF create criminal consequences for gun owners for regulations the ATF doesn’t even understand?!”
The ATF has long wanted to ban the sale of 80% lower receivers and kits and now has the political power to do so under the Biden Regime. American gun owners have been building guns from scratch since the founding of our country; now, that tradition is under direct attack and being criminalized by a bunch of anti-gun, anti-American bureaucrats who will now decide what is and isn’t a frame or receiver.
This has nothing to do with stopping criminals – after all, 90% of crime is committed with a stolen firearm. Gang members are not out there building their own guns; gunsmiths, hobbyists, and hard-working Americans are. They are not going after criminals; they are making YOU THE CRIMINAL!
